Decision use cases / how the maps are used
The maps are not consumed as artefacts. They are read against a specific institutional decision — positioning, deployment, sovereignty, dependency, or timing. The output is a position the institution can hold.

Access is structured. Each instrument is released through one of three channels — calibrated for a different reader, a different decision, a different time horizon.
Working drafts shared with operators, allocators, governments and standards bodies whose decisions inform the map's calibration.
Sovereignty-relevant maps available only to a small number of institutions under confidentiality. Granted under access protocols.
Selected instruments published openly when the underlying structure is stable enough and the field needs the map more than the institute needs the discretion.
